SPEAKER OF THE LOK SABHA


The office of the Loksabha Speaker was, the first time created in 1921 under the provisions of Montague Chemsford reforms 1919.The office was termed as President and Sir Frederick Whyte was nominated as the first President of the House in 1921.The office of speaker and deputy speaker are mentioned in article 93 of the constitution.
The  Speaker is elected by the members of  Lok sabha from among themselves in the first meeting of Lok sabha. He presides the sittings of lok sabha and controls its workings. Speaker and deputy speaker submit their resignation to each other.

  • The first meeting of House of People  ( Lok Sabha ) is presided over by the Protem Speaker, who is generally the senior most member of the House. He is appointed by the president of India.

  • The joint session of parliament is presided over by the speaker of lok sabha.
  • The speaker has the right to exercise the casting vote in case of a tie, i.e., the equality of votes.
  •  The question whether a particular bill is money bill or not decided by the speaker and his decision is   final.
  •    Ganesh Vasudev Mavalankar, fondly remembered as Dadasaheb Mavalankar on whom the title 'Father of the Lok  Sabha' was conferred by  Pt. Jawaharlal Nehru.
  •     First Lok Sabha was constituted in 1952, Ayyangar was the unanimous choice to be its Deputy Speaker.
  •     Huukum Sing, during his Speakership, for the first time in the history of the Lok Sabha, a Motionof   No-Confidence against the Council of Ministers was admitted and discussed in August 1963.
  •     G.M.C Balayogi was the first speaker who died while his office.
